Taoyuan City GHG Inventory Objectives

After being upgraded into a municipality, Taoyuan City has considered “green city development” as one of the City’s ten visions. Later in 2015, the City further integrated departments of the city government to form the “promotion team” and successfully proposed the “Taoyuan City Low-Carbon Green City Development Flagship Plan” through a top-down approach. In 2019, in response to the central government’s policy, the flagship plan was transformed into the “Taoyuan City Greenhouse Gas Control Implementation Plan”. Furthermore, for performance review purpose and considering the strategy developing processes, not only should we map out the general roadmap, but also the quantitative data should be presented to bring about various ideas. The GHG inventory process and results therefore help to give us insights into Taoyuan City’s GHG source and characteristics; and are used as a reference for setting up the reduction targets afterwards.

Taoyuan City’s Greenhouse Gas Inventory Methods

1. Cite inventory standards
Conduct the inventory in compliance with the five GHG inventory principles (i.e. relevance, integrity, consistency, accuracy and transparency). Besides, inventory procedures such as Environmental Protection Agency’s (EPA) “Guidelines for County (City) Level Greenhouse Gas Inventories (April 2017)” and ISO 14064-1 shall also be referred as the City’s basis of conducting inventory works in administrative districts. The implementation steps and contents thereof are as illustrated in Figure 1.

2. Set inventory boundary and year
The inventory boundaries of administrative districts are delineated primarily based on the jurisdiction of Taoyuan City. The said jurisdiction is divided into 13 districts, including Taoyuan District, Zhongli District, Pingzhen District, Bade District, Yangmei District, Daxi District, Luzhu District, Dayuan District, Guishan District, Longtan District, Xinwu District, Guanyin District and Fuxing District. The inventory year, on the other hand, depends on the year of when the inventory is required.
 
3. Identify emission sources
The City’s GHG emission is divided into direct greenhouse gas emission (Scope 1), energy indirect greenhouse gas emission (Scope 2) and other indirect greenhouse gas emission (Scope 3). The inventory boundary of the City’s administrative districts is then set based on their geographic scope. The delineation of the inventory boundary is based on the emissions of five major sectors, including energy (for residence and commerce; agriculture, forestry, fishery and livestock; industries; and transportation), industrial manufacturing; agricultural sector; forestry sector and waste sectors. The acquired activity data and the emission factors are used as a reference for the quantification. 4. Taoyuan City’s GHG inventory results
Completed the inventory of the City’s administrative districts between 2014 and 2017 according to “Guidelines for County (City) Level Greenhouse Gas Inventories” promulgated by EPA, Executive Yuan. Among them, the industrial sector’s carbon emissions count 60% to 70% of the City’s total GHG emissions. Besides, the said inventory results have been verified by a third certification body.
