Taoyuan City Greenhouse Gas Control Implementation Plan (Phase I) was established in accordance with the promotion and action plans enacted by the central government. The Plan is divided into the energy sector (10 items), residential and commercial sector (14 items), manufacturing sector (10 items), transportation sector (11 items), agricultural sector (9 items), environmental sector (8 items) and other strategies (13 items), with 75 promotion projects in total.

Energy sector

1. Promote carbon reduction programs at Taoyuan High-Tech Industrial Park;
2. Lease Taoyuan City’s public facilities for the installation of solar photovoltaic (PV) system;
3. Promote the solar PV system implementation plan in private sectors;
4. Assist in promoting offshore wind power generation;
5. Promote the “Green Energy Roofs Project” in private sector;
6. Self-governance ordinance regulated targets: designated major energy users;
7. Energy storage system installation plan;
8. Install disaster prevention type autonomous renewable energy systems in remote areas and farming villages;
9. Photoelectric ponds;
10. Solar photovoltaic systems in landfill sites.

Residential and commercial sector

1. Expand the range of public buildings for the acquisition of green building label;
2. Build a low-carbon and sustainable environment by promoting green and smart buildings;
3. Build a low-carbon and sustainable environment by promoting green public housing;
4. Increase the proportion of green roof;
5. Promote water-saving policy;
6. Operations and effectiveness assessment plan for the “Low Carbon and Sustainable Homeland” program;
7. Certification of religious groups engaging in social welfare activities (environmental protection type); 
8. Promote the Green Coin Action Program among hotels; 
9. Conduct equipment replacement and smart electricity subsidy programs;
10. Implementation plan for Taoyuan City’s “Regulations Governing Subsidies for the Maintenance and Repair of Common Facilities”;
11. Energy saving action, implementation and effectiveness assessment plans for Taoyuan City Government and its subordinate agencies and schools;
12. City-wide LED road lamp replacement plan;
13. Census plan for religious sites;
14. The “Promotion of Residential and Commercial Energy Saving” Project launched by the Ministry of Economic Affairs. 

Manufacturing sector

1. Green factory services team that assists the industries in taking self-reduction actions; 
2. Provide consultations on green financing; 
3. Conduct environmental protection and energy-saving related trainings or speeches;
4. Local Small Business Innovation Research (SBIR) Promotion Plan;
5. Subsidize industries for energy-saving improvement;
6. The Excellent Enterprise Award in Taoyuan City; 
7. Encourage the tourism factories to join the carbon footprint label system;
8. Taoyuan City Industrial Boiler Replacement Subsidy Program;
9. Guide tourism factories in becoming environmental education facility sites;
10. Taoyuan City Clean Fuel Subsidy Program for Combustion Equipment.

Transportation sector

1. Road Impediment Removal and Improvement Plan; 
2. Taoyuan City’s public transportation usage rate enhancement action plans;
3. Taoyuan City’s public bicycle rental system installation and operations management plans;
4. Low-Carbon Transportation Tool and Facility Subsidy Program for the implementation of Taoyuan City Low-Carbon City Development Plan;
5. Pavement Improvement Program for Storefront Overhangs;
6. Promote the low-carbon travel launched by Taiwan Tourist Shuttle; 
7. Waste Collection Vehicle Replacement Plan;
8. Low-pollution Vehicle Usage Enhancement Plan; 
9. Promote the procurement of low-pollution vehicles for public use among agencies; 
10. Promote the use of low-pollution vehicles among schools;
11. Diesel Vehicle Inspection Program.

Agricultural sector

1. Recycling of livestock waste;
2. Provide energy efficiency improvement grants to the livestock industry;
3. Air Quality Purification Area and Indoor Air Quality Audit, Inspection and Maintenance Plan;
4. Park and Green Field Development and Establishment plan;
5. The Peach Blossom Land (Taoyuan) Afforestation Plan; 
6. Offer free seedlings for greening;
7. Taoyuan City’s Arbor Day activities;
8. Promote Taoyuan City Safe Agricultural Development Plan;
9. Build a green ecological city and expand the greening coverage (open contract).

Environmental sector

1. Industrial waste resource recycling; 
2. The Phase 5 Sewage System Construction Plan; 
3. Promote effluent recycling to increase the total of recycled water; 
4. Taoyuan City Integrated Resource Recycling Program; 
5. Set up the second-hand flea market activity and resource exchange platform;
6. The 7% garbage reduction plan based on the five-day-a-week garbage collection policy;
7. Household food waste recycling;
8. Promote the automatic air-pollution monitoring equipment.
